Buying New Issue Bonds

Accessibility of new issues varies for individual investors, with the Treasury market most accessible and the corporate market least accessible.

Fidelity may provide you with various types of investment assistance, including financial planning, investment education, and/or best interest or fiduciary investment recommendations. To implement investment changes, you need to consider which of your assets to use, including any assets you may have in a workplace retirement plan or IRA. Whether to rollover retirement assets to implement investment changes is a separate decision, and any investment decision assistance we provide to you is not itself a recommendation to rollover retirement assets. A Fidelity representative can review with you various factors to consider in your distribution or rollover decision.
Generally, Fidelity representatives act as a fiduciary when recommending fixed income securities in a retirement account.
*Fidelity offers investors the opportunity to participate in both the new issue and secondary bond markets. Investors pay no commissions or mark-ups when participating in new issue offerings, but Fidelity charges a mark-up/mark-down or commission in the secondary market. (See Fidelity Brokerage Commission & Fee Schedule (PDF) for more information.)
In general, the bond market is volatile, and fixed income securities carry interest rate risk. (As interest rates rise, bond prices usually fall, and vice versa. This effect is usually more pronounced for longer-term securities.) Fixed income securities also carry inflation risk, liquidity risk, call risk, and credit and default risks for both issuers and counterparties. High-yield/non-investment-grade bonds involve greater price volatility and risk of default than investment-grade bonds. Any fixed income security sold or redeemed prior to maturity may be subject to loss.

A bond ladder, depending on the types and amount of securities within it, may not ensure adequate diversification of your investment portfolio. While diversification does not ensure a profit or guarantee against loss, a lack of diversification may result in heightened volatility of your portfolio value. You must perform your own evaluation as to whether a bond ladder and the securities held within it are consistent with your investment objectives, risk tolerance, and financial circumstances. To learn more about diversification and its effects on your portfolio, contact a representative.
